... Low wind chill values across the high elevations this
morning...

Sprawling high pressure spilling southward from the northern
plains states to the mid Mississippi River valley will continue to
push an Arctic airmass into the southern Appalachians this morning.
Gusty winds will persist in the high elevations, with northwest
winds of 15 to 25 mph and gusts as high as 40 mph expected. The
combination of windy conditions and temperatures in the teens will
produce wind chill values of zero to minus 10 degrees this morning
above 3500 feet.

Although the winds are expected to slowly diminish through the
day, most locations above about 2500 feet are not expected to
warm above the freezing mark today, while the lower valleys are
only expected to see maximum temperatures a few degrees above
freezing. Even colder temperatures in the lower to mid teens are
expected tonight.
