My settings were the following for this shot:
Camera: Canon Rebel T3i
Lens: Canon 28-70 f/2.8L
Focal Length: 28mm
Shutter Speed: 15 seconds
Aperture: f/2.8
ISO 3200
Manual Focus to Infinity
My best suggestion is to go out on a few nights and just spend an hour or two taking pictures and learning what works and what doesn't. You're going to need to focus manually and set both your aperture and shutter speed, as well as play around with your ISO speed. While a higher ISO lets in more light, it also makes for a much noisier image, so care needs to be taken not to go too high.
Good luck!
